San Mateo County Health is seeking experienced individuals for the position of Mental Health Program Specialist - Adult Services - North County in the Behavioral Health and Recovery Services (BHRS) division.

The current vacancy is in the North County Mental Health Clinic located in Daly City. The position may travel throughout the County to perform duties of the job.

The clinic serves a severely mentally ill (SMI) population of adults. Services include individual/group treatment, medication support and case management. The chosen candidate will supervise a small staff of professionals; partner and build relationships with community groups; promote mental health awareness; and assist with program service delivery that is tailored to the diverse community served. They will also provide direct service to a small caseload of clients.

Other duties include but are not limited to:

  • Supervising staff which may include any of the following: clinicians, community workers and/or trainees.
  • Providing leadership in conducting Quality Assurance support to clinicians adhering to documentation guidelines.
  • Coordinate client's entry to Adult System of Care from referral initiation, outreach and engagement, in collaboration with the Call Center, Same Day Assistance, and Community Service Area partners.
  • Coordinate and schedule initial appointments for clients entering care.
  • Provide clinical case management and therapy services to seriously mentally ill adults in a multi-disciplinary setting.
  • Provide clinical case consultation and complex case reviews.
  • Assist Supervising Mental Health Clinician (Unit Chief) in developing and implementing clinic procedures, program development, quality improvement and quality management protocols.
  • Networking/collaborating with community based organizations and other partners.
  • Maintain clinic link to BHRS/Health System by attending and participating in team, staff and adult leadership meetings.
  • Perform administrative tasks in the absence of the Supervising Mental Health Clinician. The ideal candidate will possess the following skills and qualifications:
    • Experience working with culturally and ethnically diverse populations.
    • Proficiency in providing trauma informed services for both mental health and substance use/abuse treatment services in a clinical setting.
    • Knowledge of Recovery Model, Evidenced Based Practices, and current best practices in the fields of addiction treatment and mental health and co-occurring mental illness and substance use.
    • Ability to communicate well in groups or community settings and successfully build relationships with partners.
    • Flexibility in job assignments and able to work among line clinical, administrative staff, consultants and management.
    • Strong organizational skills with an ability to work within multiple systems promoting change, while managing many levels of detail in implementation.
    • Knowledge of computer applications that inform program performance and program management.
    • Competence in supervising multi-disciplinary and multi-cultural staff and assisting with an internship training program.
    • Ability to provide leadership to negotiate and solve complex problems, and resolve conflict.
    • Fluency in another language is a plus, but not required. NOTE: The eligible list generated from this recruitment may be used to fill future extra-help, term, unclassified, and regular classified vacancies.
      Qualifications

      Education and Experience:
      Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

      Experience: Three years of experience as a Mental Health professional.

      Licensure/Certification:
      • California license as one of the following: 1) Clinical Social Worker; 2) Marriage and Family Therapist; or 3) Clinical Psychologist. Knowledge of:
        • Principles, techniques and practices of program management and delivery.
        • Principles and practices of employee supervision and training.
        • Applicable federal, state and local laws and regulations and County policies and guidelines.
        • Individual, group and family psychodynamics.
        • Psychological diagnostic methods and terminology.
        • Current principles and practices of psychiatric casework.
        • Human and health services systems in the County including private agencies and other community resources.
        • Various methods used in individual and group therapies such as role playing, play, art and milieu.
        • Methods and techniques used in mental health education. Skill/Ability to:
          • Plan, assign, supervise, review and evaluate the work of interdisciplinary subordinates.
          • Train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors.
          • Analyze, interpret and apply various regulations, requirements and/or clinical approaches.
          • Prepare grant proposals and written reports.
          • Set realistic treatment goals and facilitate their attainment.
          • Evaluate patients/clients' degree of mental disability or emotional distress.
          • Communicate effectively in writing and orally and make public presentations as needed.
          • Establish and maintain effective and cooperative relationships with those contacted in the course of the work.
          • Exercise sound independent judgment within general policy and regulatory guidelines.
            Application/Examination

            Open and Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

            The examination process will consist of an application screening (pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
